It's Mega Power Bots Jetpower Optimus Prime from the ROTF series. Got one, makes a whole bunch of sounds, can deploy his wings, etc.

Nope! Mega Power Bots Devastator can "transform" though. Raise his arms over his head and make him fall flat on his face and he turns into a fleet of 5 construction vehicles. Sorta.
