I think its because there Legends (or EZ collection) figures are sold in little covered boxes and you never know what you get. Blind packs if you will. There it's a big thing kids get them and trade doubles, they got the same thing with single packed robot heros. Here I suppose we'd rather know what we get.

For the Fallen, getting him this way at least you know you''ll get him I suppose :P

I believe this is suppose to be something similar to the Animated sunstorm and Purple shockwave that comes with an activator. regular character with a bonus smaller one.
