Using your parameters on canadapost.ca, I found five different options to choose from:

Priority World Pak: 70.85
Xpresspost - USA: 30.32
Expedited Parcel - USA: 18.58
Tracked Parcel - USA: 16.10
Small Packet - USA Air: 7.80

Not sure why you're getting only $70.
