update: okay so Vector i can, but hot shot i can't... weird.
I think it's because Hotshot doesn't have a release date on the listing, same thing happened to me. Credit card worked though.

It usually happens when a lot of people are trying to pay at the same time. When the site is being overloaded with orders, the payment systems can glitch out (not showing up, fairling to process, etc...).

Pretty sure it's not about whether there's a release date attached. Particularly with PayPal, since PayPal takes the payment immediately, as opposed to paying by credit card, which is charged at time of shipment.
