It resembles the realistic "battle damage" my friend used to give his G.I.Joes with a magnifying glass or lighter.
Kids are dumb sometimes. It could also be melted from friction but I have no clue why someone would grind his crotch off.
That's a shame, Tailspin is my favourite figure from the Autobot Race Car Patrol.
