I really couldn’t think of any other services! I googled several things like “21 digit tracking number”, nothing useful.
It arrived today anyway... CanPar. It’s a CanPar tracking number. I forgot they exist.
So if you get a mystery 21 digit tracking number from TRU, don’t forget to check CanPar.

For any tracking numbers that are not obvious, I use 17Track.net. It searches all known carriers and will tell you which one the tracking number is from as well as the actual tracking info.
