Not ncecessarily. China has their own distribution network with Hasbro Asia (it is through them that BBTS used to get TTMall exclusives for instance) and several primary retailers have e-bay stores. So not resellers.
Those e-bay sellers have been a good option for exclusives in the past, I remember them being the best option for the Platinum releases like the G1 Blaster/Perceptor set.
