If you're willing to build the thing yourself, you can put together a decent cab for under $200 for sure. Sometimes cheaper, a lot of guys in the community give parts away

They don't cost much more than that, to be honest.
I should mention, there are a lot of door prizes now, including a fully working MAME MACHINE (arcade machine that plays arcade game ROM's.....

I'm not a big fan of onboard audio/video myself, it takes away from your system resources. Go for a Creative or Turtle Beach card for sure, even the cheapest Vista-compatible card you can find is...

they're not region specific, no. The coin type is probably either a jumper or a setting in the BIOS

The priceguide says $1900 USD, apparently. Keep in mind though that the guide is generally a little high as that's for a fully functional, mint condition one.
I'd expect around $1500 to $1800 ...
