Optimus Prime is not overrated, but he wouldn't be who he is (or was) without Megatron. Well at least in most series where they are equal, not the one sided movie version.

hard to say because im quite biased towards him.i love any and everything optimus.
he does have his ups and downs,but even from the get go way back when,he was always portrayed as the biggest and strongest and wisest of the autobots.
now certain versions kinda killed it(energon fatimus,i'm looking at you)but then eventually he redeemed himself somehow.(as sucky as the cybertron show was,the very last episode more than made up for prime's insecurities throughout the series when he plunged vector primes sword into you know who.

but no,i don't think he's overrated,alot of times he's been toned down too much from his true bot bashing potential.

He is more of a symbol to the Transformers franchise. Now these days, you show an image of Optimus Prime, immediately people would recognize him.

For myself, it's what the character stands for in each iteration. Eve Primal (before BM) retained some of the same qualities in a Prime that made him stand out. Is Prime over-rated and over-used, in some cases, yes. However the core of the character is what makes his iterations so great, what Prme stands for, what Prime fights for, everything in a leader that pushes Prime to be everything it means to not only be a leader, but a friend to fellow Autobots as well as humans.
As Peter Cullen once talked about in an interview. Optimus Prime has retained the qualities of leadership, the personality and the very core of whom the character represents. It's always stayed the same in each iteration no matter who his voice was.

So for myself, while I think he has WAY too many toys out there along with BB, as for over-rated, imo not at all. His core essence is what makes him, in some ways, more unique. Like James Bond 007, the character has changed actors but the core of the character has always stayed the same.
Love or hate the Bay movies, Prime still remains true to his core.

I love Optimus and he is the heart and soul of the Autobot legion. The Franchise is nothing without him. His death back in the 80s signalled the end of the Transformers for me and it was a long road to recovery.

Optimus is, however, not my favourite character.

Starscream rules. I always root for the underdog.

Cliffjumper

In the first episode when Cliffjumper faced a numerous Decepticon army, why did he engage knowing his outnumbered and not fall back? I mean seriously as much of a hard headed you might be or in a war situation and when one is outnumbered just as Cliffjumper was they usually fall back where it's safe and call for reinforcements.
