Comic books in general don't come bilingual, so "you're buying the comic book, not the toy - the toy just comes with the comic as a bonus" wink wink nudge nudge.
I had a closer look at the packaging and it's Hasbro Canada (bottom of package) so this must be deliberate. Since they're in Quebec, they of all people would notice there's no french before approving the packaging for printing, and the english comic book. They probably found a loophole or the rules have loosened. Perhaps the versions in quebec come in all French and no english?
