Ah - well just goes to show how spooked I was, that I never gave Pulse preorders a chance, then - I genuinely didn't know (or retain, if it's been mentioned here) that

I wonder if maybe, early in Pulse, they did? But I can confirm (as I have several pre-orders on Pulse) that they don't take money til shipping. They're actually great --- I got a heads up email last week that one of my items would be shipping soon to prepare, rahter than the typical "oh, money is gone" lol.

So, to anyone in similar circumstances to me, you might be in good shape to open a dispute.

Hard to say because the merchant on my card was Outrun themselves, not PayPal. I can't say for certain but I believe that the PayPal period for dispute is from the time the order is made, rather than from when the order was to be fulfilled. I hope you find a resolution!

Re: Outrun Collectibles - No longer in business
If you paid with Paypal you are out of luck unless you ordered within like the last 3 months or something like that.

You could go to either to do the chargeback, if visa is willing to base it on preorder date go with them.
Paypal and Mastercard at least in my discussions and on what I could find in the fine print is based on transaction date.

Re: Outrun Collectibles - No longer in business
My CC with Tangerine said I had 4 months to dispute from the date of purchase, regardless of expected delivery, so they refused the dispute. From what I'm seeing, I'm in the low end compared to what others have lost. Hope everyone else can recover some if not all of their losses.

I only ordered items that was in stock, and decided to give him some time while he was trying to adjust to the workload. I should've filed a dispute the moment he stop responding to emails/notified of store closure.
That's on me, I can't blame anyone for that.
Sixshot1981 on AFN warned that everyone should file back in Oct and he was right on the money.

Reason: AFN, not ACN.
