still waiting on visa, apparently this process can take up to 8 weeks. Supposed to receive a letter with the outcome soon.
update - Visa has filed my chargeback through paypal, just waiting on seller response (none yet)

small update.
returned the merch to the seller, he of course denied he recieved anything (guy just wont give it up)
sent proof via tracking # to visa this morning. They will now go back with that proof and try and recoup my dough through his bank.
will update when a resolution is reached.

I Blame Ebay for not upholding the standards that they so called abide by (safe/fun trading buying,selling etc)and allowing this type of deception and underhandedness to continue that said however unfortunate this guys not alone there is a line up of untrustworthy sellers/buyers, and again Ebay does nothing even when there is multiple complains by multiple buyers etc,.. and I have to wonder why?

VICTORY!!!
Visa finally came through after multiple rounds of dispute with Rei Jinn's bank.
I have been refunded my $220.00 USD!
goes to show, it may be slow, but having visa as a backup protection on your ebay purchases can really help.
if I had paid directly from my bank account via paypal, I wouldnt have been able to open this visa dispute once I lost my paypal one.
anyways, thanks to all who helped and remember, DONT BUY FROM REI JINN!
