I also think its universe Ratchet because the light bar is a blue version of universe Prowl's siren where as the Henkei version of Prowl had a different siren.

And it has light blue windows. Henkei Ironhide has metallic blue windows.

This didn't wow me the way I hoped it would. The fat red crest on his head is pretty distracting, and the overall paint job is extremely underwhelming imo. I really hoped they would give him some EMS emergency vehicle deco as opposed to just spalshing on some random strips of red and throwing on a lightbar.
Hopefully this is still just an unfinished test shot and that the final version will be a little more detailed.
