Michaels has acrylic paint for .99$ are those good? They also have Matt Enamel

I found micheals paint is good if you're painting on paper or canvas.....plastic...not so much.
go for either model master, testors or Tamiya.
all three of those companies have enamels and acrylics,basecoats,solids,metallics,etc.
the testors and tamya also have spray cans.
there are some who only use the war hammer type paint but I personally only find them good for "weathering" techniques,even then,clearcoat is a must to protect it....
in the end,when it comes to paint itself, you get what you pay for....

Does anyone knows what I need to be able to pull something similar like this one? he is slick and I would like to do the same to the rest of the Henkei Seekers, especially the Decepticons logo.

depends on your skill level.
enamels= more time to work with it,more time for the paint to "flow out",takes waaaaay longer to cure,more durable.
acrylics= less work time,less flow out time unless you thin it out(which results in more coats)less durable unless clearcoated.
spray cans= depending on whats inside and what the propellant is,and spray technique,
faster basecoating,faster priming if required,dry times vary depending on whats inside,same with durability.
main drawback is that it won't get into hollows/cavities and certain details that are recessed really deep.
another drawback is make sure you read the recoat times otherwise you risk "crinkling"/"reacting" the paint,thus having to do a complete redo......

I found a picture of Classics Megatron, but that person was able to customize him, and I would like to know what I need to do something similar as that.

What I'd suggest to do to start is just to make some practice runs at things. Get different paints, try out some painting on dollar store Transformers, then get more ambitious as you go.
Also, if you can, take the TFcon custom course in 2016. That would provide you with some very useful knowledge.

I cut the chest piece into 2 halves so it can still have the open door function then built strong attachments to the chest.
