The current consensus is that these are 2 separate releases according to the cards in from of them in the pictures.
Not a guarantee, but Armada Prime does look too big to fit inside Star Convoy. There is also another pic someone posted on TFW2005 of Star Convoy from the top and you can see the head of the smaller robot. It is a prime, but doesn't look like the Armada Prime head.
