I think he's MP-23, but maybe will have different numbers as he's the result of the Japanese fan poll.

Don't think so. MP-XX is designated for G1.
Non G1 MP like the 2 Bayverse MP Starscream and Bee were designated MPM-02 and MPM-02.

I think Starsaber is still considered G1, up to and including TF Zone.

Huh? Star Saber is G1. He may not be from the American G1 84-87 stock of characters that they keep recycling, but he's still G1.
