Well that's the important thing. I wonder if anything will ever show up? Certainly one of the more strange things I've seen on ebay lately.

no chance that anyone will get any thing but their money back....
what I find weird is that he seams to have left the money in the account..... if he would have cleaned out his account we would have had to wait longer to get refunds... he must of thought he tried for a big payout, all I can say is hes a dumb a@@

I am almost certain the refund came out of Paypal's pocket. They will try to get that back from any account details the guy may have left and, if they can't, they will pass the cost on to customers.

Paypal doesn't quite work in the same way that shoplifting does (in terms of raising prices). There's a fair amount of insurance these guys take for dillweeds like the seller in this case.
The only way that paypal can increase revenue is through increase in fees. And that's a slippery slope for them, because it's already expensive enough to sell on ebay without that hassle.
Since all my paypal money that's ever in the account is from online sales, I have no need to withdraw it, which means even less cost to use it.
There would have to be some kind of serious identity theft going on to have paypal transfer funds to a credit card or bank account and not have enough info to recoup the money elsewhere. If it's through a credit card, then the card company takes the hit (and at the ridiculous interest rates they charge, they can afford it). So again, in the end, very little effect on the everyday, average law-abiding dude.
Which makes me feel better about the whole thing, if only a little. But hopefully someone that stupid wasn't smart enough to do their homework and now owes paypal thousands of dollars.
