It looks like Hound got drunk on engergon and stumbled down a crowded street. I think it's the rare oops-my-bad-I-stepped-on-a-fleshling variant. This is why we never see him again after the '86 movie.

I've seen this before.
Its legit, although I've only seen it though forums like this.
I think either Europe or Latin America had the red foot variant for some weird reason.
