Pretty much 95% of dealers deal in cash only.
While there are some actual stores that will have booths there, most of the dealers are just regular folks who I doubt declare selling transformers on their tax return.
I wouldn't worry about it if I were you. Whatever price the dealer gives you is the price you pay.

Yeah, the price is either "tax included", or not taxed if they're not GST registrants.
Either way, the price you see is the price you pay, nothing more, nothing less. You can also make "deals" usually on multiple purchases.

99% of conventions don't deal with taxes, everything is flat rate. The rare case is tables that also take credit card/debit, then sometimes they have items with taxes but it's rare.

Keep in mind that some dealers may have credit and debit capabilities, but may charge you a fee/premium to do so (as they often have to pay a transaction fee). Cash is king, and the ATM can run out. Try to bring what you need.

I don't know about the first hour, but it's always empty by lunch time.
Best thing to do is bring as much money as you can spend, and then bring a little more just to be safe.
