As for the mold used for Megaman/Protoman......... hrrrmmm.......... they have to have the same one just different head molds and paint one with underwear and one with a belt.

Hmmm the Captain America/Punisher mold one has something going for it......... one has a shield, the other a gun.......... hint hint.

For Mega Man, I think you'd need to use something like Sixshot or RiD Galvatron as the base mould, as MM would logically absorb the altmodes of every Transformer he defeats.

RotF Ravage might work as Rush with some heavy modification (as it transforms from a quadrapedal animal into a spaceship-type thing that might pass for Rush Jet or Rush Marine.) Beast Wars Wolfang or Silverbolt (cut off the wings) might work if you don't mind Rush having a robot mode.

The Marvel Crossovers Captain America mold (A hummer with a shield on the roof) was remolded recently for the Punisher repaint, with the shield replaced with a gun.

Gun = Megaman
Shield = Protoman

I dunno....... just brainstorming.
