Like others have mentioned you can cancel your Amazon Japan preorder anytime before it reaches the preparing for shipping stage.

Its not a rumour, we now know it will not be happening. The release at EB Games is confirmed to be speaking Japanese.

Good to know! Absolutely no reason to get it locally or from any one of those US resellers like TFSource or BBTS, etc. Who the heck will preorder it at EB, etc. when you can get it for much less from Amazon Japan, AmiAmi, etc.? If you do, you are either a *genius* or you really hate your bank account.
