That image has been floating around the web for about a month now and it's still a mystery about who's making those. It's reasonable to think it might be KBB because they downsized MP-10, but that Prime in the picture is not KBB's version.
That's iGear's Faith Leader if I'm not mistaken, and the Astrotrain pictured is Fancy Cell's Transportation Captain. Neither of those companies are producing a voyager Soundwave or Thundercracker as far as anything official that has been announced from either company. There's speculation that those might have been someone's custom built toys, but nobody knows for sure.
I certainly hope these pan out though. There is definitely a gap in the CHUG line for a proper Soundwave that isn't just a stand-in option.
