No, it is the TRU Summer Kick-off Coupon Book with a 25% off coupon. Select Hasbro Brands (including Transformers) and the condition is total Hasbro purchase must be $20 or more - regular price (before tax). And the offer ends on August 31, 2013.

Just saw some in Markville TRU over the weekend.

Their blue booklets, at the cash desk. They have other toy coupons in it as well. But my TRU is sold out of them, that might be why if you haven't found them yet
