But allmost all Comic Shops use the same distributor. So if you see something at one comic shop, that means it was available to all the other local comic shops. If they ordered it of course.
Oh and if an exclusive is made, the rights to the exclusive are held by the exclusive owner or owners (it makes sense to have multiple owners in unrelated markets with no crossover, ie zellers and target). They control the total quantity made, but are subject to the minimums of the manufacturer, which are generally pretty high for hasbro to get it at a mass retail price point. Then add to that, the release is not a wide release because of the exclusivity.
So, lots of toys + less outlets = clogged shelves.
Exclusives, can also expire, but that is when things get complicated.

There is a very different purpose to retailer exclusives and manufacturer exclusives. Generally, retailer exclusives are made to generate traffic. Like a loss leader in a sale. You might look at DS starscream and think "hey this blows, might as well just grab the regular version". A manufacturers exclusive, generally are not intended to make a money, but are there to cultivate the fandom community.
