On average, things traveling through the US need to travel less distance. It's about economies of scale as well. The US has a bigger population, so more people in total use the postal system.

^not just that US has population or density, they even give away free box for fix rate priority mail. In total, Canadian sellers just have to add more on the shipping fee and can not compare to US sellers. Not even sellers, even regular people who want to send a Christmas or birthday gift to US friends, all wish to live in U.S. to ship.

So far Canada Post makes profit, or you can say that they almost make sure every parcel,light package by charging more than 6 dollars at least.
If you have a chance to ask the experienced clerk in Canadapost, why Canada post charges so much and US has better rate of shipping. They will tell you U.S. is losing money in postal service by doing that and Canadapost is making profit.
well, at least we know one of the public service is making money and it will be good to our public health care and system...
