I've never heard of that.
I know Amazon Japan definitely offers the preorder price guarantee.
And I'm pretty sure I saw Amazon.ca state the preorder price guarantee when I preordered an Earthrise figure the other day.

While it doesn't specifically say "toys" it does specify not-yet-released items sold by Amazon themselves. Anything else will not qualify.
