They wouldn't let me use any WWS or Kellogg's coupons, but I was fine with it (raincheck price was sweet anyways)

Glad you were ok with it and got a great deal.
But they should have accepted that 10% off coupon part of WWS. That coupon is made specifically for use on items already on sale.

Depends on who he gets at the cash. I was surprised the cashier allowed me to use the $20 off coupon and then even the 10% off additional coupon...

So if you have a raincheck, and the 20$ off as well as the 10% off, all coupons will work when they scan it into the system with a raincheck. So if you get a cashier who is not a stickler to check the rules, they would apply all of them with a raincheck or without on many occasions. But yes, rules applied, the 10% has no exclusions, so it should be applied to on sale items, its why they issued that coupon. The restriction is that is cannot be used with the other two coupons in the hasbro coupon set, but with no exclusions sometimes they will apply it.
