[Ebay] Out of Country Buyer

Well, I'm done with trying to sell on Ebay. Happened again. This time with a buyer from Japan.

Listing shipping restrictions and filling out the territory restrictions on the auctions is just a waste of time when they can just use a dummy address and yet their email accounts are still from their home country.

And Ebay is looking to bill me $18 closing fees if the buyer doesn't agree to cancel the auction. (They will still cancel but stick me with the fees)

So, buying has been generally pretty great. Selling total opposite. Has just been a waste of time.

Some advice??

The buyer has refused to allow the auction to be cancelled. And has stated he has an address in the USA and wants his item shipped to it. And then re-shipped to him in Japan.

Assuming his address in the USA is actually Paypal verified should I be concerned??

If it isn't I will attempt to file another cancellation for it being an unverified address.

But when I filed the first, Ebay had stated they would cancel anyway if he refused but still charge me the fees. Now it looks like their trying to get me to go through with it anyway.
