Like with Beast Wars, and Beast Machines it is "the great reformatting."
Hasbro figured that since scale was, apparently, important they would follow the Canon and make them smaller. Just like what happened after the great war, during the golden age of Cybertron.
What? Hasbro is just going with "synergy" across their brand. It's only logical.
So if you believe all that I just spewed I have a bridge to sell you in the Arctic for a really good price.

They added new pics today he is just a wee bit shorter than ultra Magnus. He towers over siege Meg's. His legs are fine in the new pics. Think he is perfect

To be honest, I think TR Galvatron looks better than this version, if only it wasn't a Headmaster.

There are various cannon adapters to better place his cannon, and different helmets. I had a couple from Shapeways and they made a ton of difference. I also knocked the pins off the cockpit and removed it.
I will always believe, purely speculation, that TR Galvatron was largely designed before they imposed the headmaster gimmick on it. The huge open chest clearly has room for a proper head to rotate down and tuck away in, and the third mode is even more tacked on than alpha trions lol.

Not really. That comparison picture is using that weird fish-eye shot from before. It's just not a good picture. If you look at the picture where they're comparing it to Ultra Magnus, the proportions look way better. To each their own.

Oh man, I can't wait to get my hands on that Kingdom Galvatron...
...and then spend a friggin' hour using my thumbnail to scratch off all of that stupid battle damage paint on his torso! Didn't anyone tell Hasbro that people mostly hated the battle damage paint on the SIEGE figures?
