There could have been rights issues, too. Shockwave wasn't a Takara mold but was instead owned by ToyCo.

Perhaps this is a similar situation as with Sky Lynx, where Tomy owned the rights to the mold, and their merger with Takara allowed them to reissue it at long last in the Transformers toyline?

Well, if they reissue it, I know I'll pick that up.

I mean, even if I had one, I'd want them to reissue him so more people could have him. To hell with the financial value of a figure, spread the joy.

Actually, I'd want them to give him the G3 treatment too with all the awesome posable goodness. And then turn around and release a WFC figure.
