Well, go to a blockbuster thats still open. They have a Disc Go Devil Resurfacer. It cost like 5 or 7 Dollars to have your disc done. As long as the employees are properly trained in how to use the machine, your disc should come out looking like new. If there not, run away as they will destroy it.
Simple way to know, if the machine is visable, ask them to open the front cover so you can see the consumables (liquid) If its not 3 quarters full, the consumables have been over used. Most BlockBusters i've been to use the consumables to the point that its all gone. Basically they were using a liquid that full of fine plastic dust, which will scratch your disc. If it is not a milky white/grey, say its Grey/black, theres a good chance its again over used.
Additionally, the micro cloth they use, if it doesn't look floffy its over used and hasn't been cleaned.
