Why do Amazon US and Japan do preorder price guarantees but Amazon Canada does not?

I had to cancel my first Orange Tigatron order and re-order to get the cheaper price.

I've wondered the same thing. Even when a toy is flagged as pre-order, it does not seem to have price guarantee... But maybe it's been so long since I've seen a real PO (as opposed to these fake "out of stock order now" deals they did with these exclusives) that I don't know anymore.

I got bitten on Amazon US not flagging Sideswipe/Skywarp as "price guarantee eligible" stuck in endless loops with customer service who just wouldn't provide one... It's a flag they can choose to turn on or not.

I thought the price was in USD? So price+shipping is 32USD or 40 CAD, which is more expensive than 29.99, 32.99 or 34.99, whatever the MSRP they are using right now?

You can choose to order from Amazon Canada and possibly end up with nothing (especially if Amazon.com sells out by then). It's Russian roulette with Amazon.ca
