Seige Commander Jetfire up for Preorder on TRU.ca
This caught me by surprise this morning:

Says "Estimated Ship date: 8/1/2019" $119.99
I'm equally surprised that I don't see it elsewhere, since I don't recall TRU ever doing preorders before

Preorder from TRU, watch for sales, get him pre-price adjusted. Should be able to get him for under $100 before release.

Omega might come up on preorder too later on. I posted the SKUs here a while ago though OP still hasn't been updated to include the new SKUs.

If you have a SKU number you can ask for a raincheck. Then you can pick up the when they have it in stock in store and save on shipping and paying up full online. Call and ask the local Toys R Us before you go to the store in person. When they agree to give you a raincheck, just go to the store and the cashier will print you a receipt. Call and check with the store if the item has arrived and you can pick it up then!

No it does not. A Raincheck just gives you a change to buy it at the discount price if you find it in store
