funny thing happened to my Animated S'Screams arms

Ok so I was taking one of the guns off my Animated StarScream, I want to try and mount it on his upper arm where they are supose to be.
And his arm suddenly transformed,
I don't have his instruction any more so I am unable to check if this is on there or not. I don't remeber it being there.
Anyway what I am talking about is you can pull his arm gun down his forearm!< has anyone else noticed this?. I wonder why they made it this way, why couldn't they of made it fix on to his upper arm like G1 StarScream...

Yeah - the forearm armor is an intentional feature.

It's been documented numerous times.

also does it say in the instructions about his two rear wheels' one in each leg,
