No, it's saying that the purchase has to be above $25 but you can get up to a $50 discount. So you can effectively purchase something up to $333 and still get a discount.

What’s so bad with the app? I think if you add the item to your cart in the desktop it will copy over when you open the app.

Personal preference I guess. Never had anything but issues with the eBay app
