My interpretation of the waves is this:

Wave 0:

• Protoform Prime
• Protoform Starscream

Wave 1:

• Deluxe Wreckage, 70s Bumblebee, Brawl, Barricade, Skorponok, Jazz
• Voyager Blackout, Ratchet
• Leader Prime
• Legends Barricade, Jazz, Bumblebee, Ratchet
• Lots of other stuff (FABs, Cyber Slammers, etc.)

Wave 2:

• Deluxe Swindle, Bonecrusher
• Voyager Starscream, Ironhide
• Leader Megatron

Wave 3:

• Deluxe 2009 Bumblebee, Arcee, Payload, Dropkick, Dreadwing, Longarm
• Voyager Prime, Megatron
• Leader Brawl
• Legends Prime, Megatron, Starscream, Blackout

As far as I know, Canada and the US have Waves 0 and 1, while various parts of the US also have Wave 2. I think Wave 3 is scheduled for mid-July; Wave 2 should be here sooner.

FABs = Fast Action Battlers.

Simplified versions of the Voyager and Deluxe toys intended for a younger target market.

I believe that the voyager prime and megs are going to hit shelves before the wave 3 deluxes you listed since they've been spotted in the states. Your list for the waves though is fairly accurate and wave 2 voyagers are already popping up at TRUs in Ontario (picked up SS and Ironhide yesterday).
