The character I can identify is Anarky but looks more like Moon Knight from Marvel
Just a guess, the female could be Peacock, the design seems similar
and of course Pyg and Toad....sigh, out of the list of Batman villains, why do you need to use these 2, their back stories are much more terrifying than the Joker?

Did research on the show, I was wrong the female name is Magpie (a kind of bird), also the other characters in it Humpty Dumpty and Metamorpho.
