Still hard to believe, given that each individual figure is in the voyager size class, and price point ($180 / 6 = $30), those hollow bot modes with their sub-G1, barely articulated gimp arms were the best they could do. I know we were warned about this ahead of time, but it's no excuse. They have excellent designers -- there should've been a better solution to improve these things.
That said, the vehicle modes and combined mode do look pretty good. It was probably meant to be displayed as Devastator anyway.
