Manufacturer error is it common ?

Hi there just asking .. I bought a beast Hunter Starscream today at walmart Milton and saw the paper instruction pulled out of its usual position ( at the bottom of the card or box ) so I checked it maybe someone returned it I wanna buy it coz I don't have. .. so upon checking the back of the box I was surprised its still sealed... like the title said "is this common on tfs " I know if its manufacturer defect for Hotwheels its more money and collectible.. im not sure for tfs... thx

Sounds like a random packing mistake... I don't imagine it being specially valuable, but I'm no expert on that.
