they work on buyers tiers.. the more they buy the cheeper it is and tru might have to buy all this crap but in return they get the rights like getting trus only mp's and stuff like that...

I remember hearing that during the 2007 movie there was a shortage of Bumble Bees, so the next time around the distributors like TRU demanded more Bees, so that's what they got and continue to get.

Again, distributors like TRU, Walmart, Target, etc, decide what they want to order. If they don't order anything, there's nothing Hasbro can do to put their product on the shelves. So it's not Hasbro's fault TRU doesn't gets stuff in like you want.
