Yes. It states right on their site that Prime Day is exclusively for Amazon Prime members. It's basically like a gimmick to incentivize their sale of memberships.

I don't think it's necessarily pre-ordered out. The link is just a placeholder until the sale date has been reached. So....is there anyone on here with a Prime Membership who would be willing to organize a group buy for the rest of us non-members?
