The cheap option was USPS Priority Mail International for $26.10. I don't know offhand if that has tracking or not.. But I know my Primus did, and was still much bigger and cost less to ship.

I don't know, there seems to be a little something missing, and I presume it's been like this forever if your an international customer. So, I doubt it's going to change anytime soon.
It's a lot of guesswork..

Well yeah, I had typed up a post yesterday actually, about middlemen, and how whoever it is is probably charging a fee for filing the customs paperwork when it comes across the border.
When you just throw things in the mail (and I assume bulk mail) it's the sender who declares what the product is, and the value.
If you're shipping via courier, or you have a shipping company that's handling whole pallets for you and then distributing product in Canada, you have more involved paperwork requirements, and they'll charge you for that.
That's why UPS and other couriers generally cost more than just shipping by mail (USPS or Canada Post). They charge you for the import paperwork.
