TFA Megatron doesn't DO enough to be humiliated like BW Megatron. TFA Megatron had roughly 5 plans in the entire show. He came up with roughly 3 plans to defeat the autobots/get new body in season 1, then season 2 was all about the bridge, then season 3 was all about Omega Supreme.
And all his plans, like nearly all megatrons, failed. Had he come up with more ideas, he would have had more humiliations. Also, TFA Megatron had the advantage of a powerful crew (Decepticons were stronger than the autobots) and some actual loyal followers (Lugnut and Shockwave, for example). Yet he still failed.
BW Megatron on the other hand had dozens and dozens of brilliant schemes, very few of them foiled by himself alone. Nearly each and every one of them was foiled by his incompetent and disloyal faction. Megatron would have destroyed the Autobots AND the Maximals all at once had Blackaracnia not backstabbed him. He would have won the Fuzor war had Silverbolt not switched sides. He would have won the Nemesis vs Ark war had it not been for Dinobot II, etc, etc.
And not to mention BW Megatron, as I had said earlier, has the distinction of being the only Megatron to have a fairly successful victory, with the Beginning of Beast Machines. It was a long time after Megatron took over cybertron that the Maximals even showed up! He sat there on the thrown gloating over his victory far longer than any other of his namesakes.
Therefore, BW Megatron >> All others.
