Well - the glow effects, specifically, were a matter of:
- Copy-and-pasting the areas I wanted to "light up" to their own layers and then re-aligning the layers to their original positions
- Tweaking the brightness/contrast of the "glow layers" to look... well, brighter and "lighty"
- Adding an "outer glow" layer effect - in a matching color - and adjusting till it looked right.
The rest of it was simple (but finicky) composition of the skyline (1) and the "kludged" ground (2)
(1) Which was actually a dusky skyline pic taken from my back deck - flipped upside down to give a (imo) bit of a surreally early-morningish vibe
(2) This was the cloth used as the ground in the original/basic shot of Tryp and Metro with a bunch of various filters applied to it till it looked a little less... clothy
