Sorry boy-o, but that's not how it works. We don't get the leftovers from the US. Our economy would go to shit if that was the way it worked.
Hasbro, or in our case, Hasbro Canada places an order much like we place an order from BBTS, only they do it from the plants themselves. Then big box stores (walmart, TRU, Zellers, Sears, ect) place their order with Hasbro. Hasbro in turn buys space from them to market their product based on each line. You ever wonder why sometimes the TF section is huge and the GI Joe section (just as an example) is so small? That's because of how many units of space Hasbro has bought from the company.
Another thing to consider is the packaging. Our packaging is tri-lingual because we share costs with Mexico. In that respect we shouldn't get "left overs" from the states.
However, with that being said on more then one occasion between the start of Universe (Blaster and Heavy Load) and now (Wave 4-6 deluxe figures) we've seen US packaging show up at Canadian retail. Hmmm, that might be a good question to ask at the next Q & A...
Now I may be missing some details, but that's the gist of it off the top of my head.
