Yes they are. I've ordered twice off Amazon.co.jp in the last two weeks. DHL delivery. No charges at the door. It's in the AmazonGlobal Import Fees at checkout. And if they are more then what Amazon charged you you don't have to pay it.
"For AmazonGlobal items, you won't be charged additional fees if the actual Import Fees exceed the Import Fees Deposit we estimated. For items sold by Amazon Marketplace sellers, please check the seller's policies."

I know for .com AmazonGlobal if they don't use the entire deposit you get some back, has this happened either time with your two times using co.jp?

That's good to hear. Might keep my PO with Amazon JP. But still wary of DHL as I never had good dealings with them.
