Pretty much. Last night, They automatically added on the membership fee when you add it to your cart when you're not logged in.

got an email saying that for international orders, we have to fax them a copy of front and back of our credit card and photo ID on our first order, or else they may cancel the order

I have to fax photo ID of myself just to make an order, yet I have been charged for membership earlier with no problems?
