Did he steal 10% from you?

He took 10% from each invoice as a cancellation fee.

I still think you should open a dispute about that

I’m debating it. All told it is $73 he took with the 10% cancellation fee.

With all due respect, I'd recommend for just a moment to put a pause on being the polite Canadian, and put the boots to this guys arse.

Think about it, he pretty much stole $73 right out of your pocket. How many hours of work is that for you? For some, that's a healthy portion of their work day.

If you can, I would open a dispute about it with PayPal, and if not, your credit card company for a chargeback.

Call the police, he literally stole $73 from you. Ask for their fraud department.

There should be no debate. Even if we ignore that his fees and penalties are legally questionable even on relevant orders themselves, him skimming refund money off of one order to cover a fee he didn't get to collect off another one is scummy to the extreme.

The credit card company/paypal gave you your money back because he violated the terms of the contract that was your purchase. He was in the wrong and in the process forfeits his claim to money coming from penalizing you. That doesn't give him the right to turn around and take it off another unrelated order. Nothing does.

This is the kind of disreputable BS that he needs to be called on the carpet for, otherwise he's going to take it as license to be able to do it again to others
