No they aren't. the police lights aren't in the mp18 mold... they're remolds, not repaints.

MP-1 and MP-2 - Identical molds, different decos representing two distinct characters; two different numbers.
MP-4: Identical to MP-1 but with a trailer.
MP-3, MP-6, MP-7: Identical molds, different decos representing three different characters, each with its own number.
You could argue that Takara tried to implement a more sophisticated numbering system after these early releases, going by the principle of "different mold = different number". Now if you're saying that MP-17 Prowl and MP-18 Streak warrant different numbers because of a minor mold difference (one has a light bar on the roof and one doesn't), whereas all the seekers using the MP-11 mold get variant numbering despite being identifiably different characters, then why does G2 Lambor (MP-12G), which has a remolded head and different accessories, get a variant numbering instead of a unique number? Because it's the same character? Okay, but then it breaks the "every remold = new number" principle. On the other hand, if a minor remold isn't enough to warrant a different number, then why does an extensive remold/borderline new mold like Ramjet only get a variant number?
Takara is being consistent except when they're not, which means the best you can say is that the system is at least somewhat arbitrary.

This is an interesting breakdown. It's fairly convincing and it explains the numbering/variants that otherwise don't really make sense.

Obviosuly they aren't on MP-18. The light bar is just an accessory for Prowl that attaches on top. It's detachable like it is on MP-14. But 17 and 18 are the same mold. And so is MP-1, 2 and 4...MP-3, 6 and 7 as others have stated. There is no rhyme or reason to the numbering system. Darth's explanation seems reasonable.

This explains the releases so far. For Ramjet, they probably gave him an MP-11XX designation (despite all the new tooling) because it is a TakTom Mall exclusive. Can you imagine the outrage from fans if it had a regular number and it was not easily accessible?
