That's what I was thinking, I really dont see any other reason for that. I guess that could be a genuine possibility and I would be ok with that.

After a little snooping around I came to realize its actually quite common on the boxed items. its for quality control, not for the figure, that's done on the assembly line, but its a content QC, a random check to see if all the contents are in the box.
To me not a problem if im opening the box but for MISB it would be an issue.
